Zoning board OKs addiction-treatment facility in Clark-Fulton

An appeal to rezone 1116 Auburn Ave, from a single family to a double, will be postponed to January 3, 2023.

A convenience store on 3691 W. 105 Street wants to add a drive thru window. Jatin Popat the appellant says, “The store is struggling, a drive thru window will help the store.”

Brian Mooney says that the window is already up and helps differently abled members of the community.

Mr. Mooney adds that there is a visibility issue with the street being blocked by a dumpster and a tree. The dumpster has already been moved and the tree is to come down this week.

This appeal has been granted unanimously with the condition that one parking space to be removed and that the store is to be closed by 10pm.

1315 Elm Ct. a company called Billingsley & Alexander is appealing to add replace a white vinyl privacy fence to create a private back and side yard area.


3676 East 65 Street the owner, Brent Spicer, is appealing a use and area variance to turn this retail location into a tattoo parlor.

Mr. Spicer who is the owner occupant says, “I’ve been maintaining the lot next door and paid a lot of money to add curb appeal to this property.”



13917 Liberty Ave proposes an area variance for a 8’ x 18’ open wood front deck which is already built. English is not Mr. Castro, the owner’s, first language and he had assumed the builder had already taken the necessary steps before building the deck.

Melissa Miller from the CDC comes out in support, submitting letters from both neighbors.


3381 Fulton Rd, Bay Presbyterian Church owner proposes to establish a use as a residential drug/alcohol treatment facility at this property.

Rafie Sturgis says the location would offer: Residential treatement facility, intensive outpatient treatment, family support groups, peer support, re-entry recovery workforce development, NA/AA Recovery Support Group.

There is a letter opposing from a neighbor due to the property being close to a school and many elderly neighbors.

This location housed a similar program for 15 years reportedly without incident. City planning and the church is in support.

There is a limit of 12 beds in the proposed property and 32 cameras on site.

The councilwoman and city planner for this area are both in support of this project.

The use appeal to turn 3381 Fulton Rd into a residential drug/alcohol treatment facility at this property has passed.

16623 West Park Road, owner Carmel Conlin, appeals to add a one story 43 sq ft addition to her dining room.
